Government Service Centers could be named as "Customer Don't Care Centers" giving a true picture to the general public who go there expecting a service. The long hours spent there waiting for things to move are fruitful in knowing about politics which even the pundits are not aware of and so the experience ends up to be more interesting than a movie theater.
