Priority Alright But Not Sure High or Low

On the current trip I flew from New Delhi to Newark. Then took a local flight from Newark to Washington DC. My bag in New Delhi was tagged as "Priority". Happy it was tagged that way thought the priority meant high priority. At Newark we were told that our luggage could come in either of two conveyors so hopping between two conveyors finally saw my bag. I again wondered what the "Priority" meant. After clearing the US customs the bag had to be dropped of at a point, which I promptly did. At Washington my bag was no where to be seen so when I approached the concerned officials I found the bag had not arrived and would be sent to the hotel that I would be staying. I again wondered what "Priority" meant. I reached the hotel in Frederick in the afternoon and followed up for my bag. I was promised earlier that it would come the same day but it did not. The next day on following up I was told there was a huge backlog of missed baggage and priority was being give to those passengers who have flown out of the country. Finally the bag landed at the hotel I was staying after upteen followups and about 40 hours after I had reached the hotel. I wondered my baggage was "High Priority" or "Low Priority"!
