Announcements at railway platforms are blared from several speakers and heard by everybody at the railway station however the message is understood and executed only by the persons it is intended for. Secret Services should understand the technology that is being used to communicate the messages - its in a local language, everybody has access to it, but can be understood only for whom it is intended for!
